VEHICLES WERE EQUIPPED WITH A NEW SHUTTLE VALVE (M.C.I. NO. 4R-22-21) THAT CONTAINS TWO "O" RINGS MADE OF BUNA "N" QUALITY RUBBER THAT MAY DEVELOP LEAKS IN EXTREMELY COLD WEATHER. THE SHUTTLE VALVE ALSO CONTAINS TWO FLAT NEOPRENE WASHERS THAT TEND TO "PUCKER UP" WITH TIME AND COULD TRAP THE SHUTTLE VALVE WHEN THE EMERGENCY BRAKES ARE APPLIED. SHOULD THIS CONDITION OCCUR THE EMERGENCY BRAKES WOULD NOT RELEASE AND THEREFORE COULD NOT BE MODULATED AS REQUIRED BY C.M.V.S.S. 121 - AIR BRAKE SYSTEMS.
